Reduce, Re-use, Re-what Exactly?

I pass a cemetary on my way to and from work every day. Each Wednesday there are about a dozen blue recycle boxes out by the curb. Filled to the top. What EXACTLY do they have to recycle? I don't think I WANT to know.
